In accordance with the requirements of the notice of the general office of the State Council on printing and distributing the major tasks division scheme of the national deepening the reform of "release, management and service" and optimizing the business environment (GBF [2019] No. 39), the Ministry drafted the framework of qualification standards for Construction Engineering enterprises (Draft for comments). It is now open to the public for comments, and relevant units and individuals can provide feedback through the following channels and ways before July 17, 2020:

Introduction to qualification standard framework of construction engineering enterprises (Draft for comments)

1、 Reform ideas

In order to maintain the stability and continuity of the qualification management policy, avoid the interference to the normal production and operation of the enterprise, and ensure the quality and safety of the project, the qualification standard framework such as engineering survey, engineering design, construction and engineering supervision is basically unchanged, and the category and grade of enterprise qualification are greatly reduced according to the principle of "reducing if it can be reduced and merging if it can be merged". The enterprise qualification categories that can be independently selected by the market and regulated by industry self-discipline shall be cancelled. The qualification categories of some enterprises with too detailed division of specialties, similar business scope and small market demand shall be merged. Some of the qualification levels set too much are merged to reduce the qualification level.

2、 Reform content

According to the requirements of the State Council to deepen the reform and deployment of "release, management and service", the category and grade of enterprise qualification will be greatly reduced (see Annex 3 for reform measures). After the reform, engineering survey qualification is divided into comprehensive qualification and professional qualification, engineering design qualification is divided into comprehensive qualification, industry qualification, professional qualification and office qualification, construction qualification is divided into comprehensive qualification, general contracting qualification, professional contracting qualification and professional operation qualification, and engineering supervision qualification is divided into comprehensive qualification and professional qualification.

（1） Engineering survey qualification. Retain comprehensive qualification. The four kinds of professional qualifications and survey service qualifications are integrated into three kinds of professional qualifications, such as geotechnical engineering, engineering survey, exploration and testing. The professional qualification grade is reduced to grade A and grade B (exploration and testing professional qualification is not divided into grades), and the original grade C qualification is merged into corresponding professional grade B qualification.

（2） Engineering design qualification.

Retain comprehensive qualification.

Some industry qualifications are integrated. Among them, metallurgical industry and building material industry are merged into metallurgical building material industry qualification; light textile industry, agriculture and forestry industry and commercial material and grain industry are merged into light textile agriculture, forestry, commercial material and grain industry; electronic industry, communication industry and radio and television industry are merged into electronic communication radio and television industry; oil and gas industry is merged into chemical, petrochemical and pharmaceutical industry; and military industry is merged into machinery industry The industry and nuclear industry are merged into the power industry, and the qualification level is reduced to grade A and level B. the original grade C qualification is merged into the corresponding industry grade B qualification.

If the marine industry and professional qualifications are cancelled, the relevant enterprises can renew the qualification of similar industries. Integrate the professional qualifications in the original chemical, petrochemical, pharmaceutical, petroleum and natural gas, electric power and municipal industries, reduce the qualification level to grade A and B, and merge the original grade C qualification into the corresponding professional grade B qualification; cancel the professional qualification of other industries and incorporate it into the corresponding industry qualification; merge the original grade A and B professional qualification into the corresponding industry qualification, and merge the original grade C professional qualification into the class B industry qualification 。

The special qualification was adjusted to general professional qualification, five special categories of environmental engineering special qualification were cancelled and integrated into environmental engineering professional qualification. The qualification grade was reduced to grade A and B, and the original grade C qualification was merged into corresponding professional grade B qualification. Retain the qualification of three types of firms.

（3） Construction qualification. If the special qualification of general construction contract is adjusted to comprehensive construction qualification, the comprehensive qualification can be renewed if any of the original 10 types of special qualification of general construction contractor is obtained. Enterprises with comprehensive qualification can undertake construction general contracting business of various categories and levels, and no longer apply for or hold other construction qualifications.

The original 12 types of construction general contracting qualification shall be retained, and the professional contracting qualification of airport runway engineering, civil aviation air traffic control engineering and airport weak current system engineering and airport visual navigation aid engineering shall be merged into civil aviation engineering construction general contracting qualification. If any of the above three professional contracting qualifications is obtained, the civil aviation engineering construction general contracting qualification can be replaced. The qualification grade of construction general contracting is reduced to grade A and grade B. the scale of business contracted by grade a qualification is not limited within this category. The original grade I qualification is adjusted to grade a qualification, and other levels of qualification are merged into grade B qualification.

The original professional contracting qualifications for foundation engineering, hoisting equipment installation engineering and nuclear engineering shall be retained; the original professional contracting qualifications shall be integrated into architectural decoration, building mechanical and electrical engineering, highway engineering, port and waterway engineering, railway engineering, water conservancy and Hydropower Engineering, and general contracting qualifications shall not be graded.

The qualification of labor service enterprises shall be adjusted to professional operation qualification, and the examination and approval system shall be changed to the filing system without grading.

（4） Engineering supervision qualification. Retain comprehensive qualification. The professional qualifications of water conservancy and Hydropower Engineering, highway engineering, port and waterway engineering shall be cancelled, and the qualification requirements shall be in accordance with the provisions of relevant industry authorities. The qualification of agricultural and forestry engineering supervision is cancelled, and the qualification requirements are no longer required when the construction unit entrusts the supervision business of agricultural and forestry engineering. After the above-mentioned four supervision professional qualifications are cancelled, the relevant enterprises can replace the supervision professional qualifications of similar specialties and the same level. The qualification grade of supervision specialty is reduced to grade A and grade B, and the original grade C qualification is merged into the corresponding professional grade B qualification. Cancel the qualification of the firm.

3、 Explanation of relevant issues

（1） About qualification standards. After the qualification standard framework of construction engineering enterprises is determined, the revision of qualification management regulations and qualification standards of construction engineering enterprises shall be started, and the assessment indexes in enterprise qualification standards shall be adjusted pertinently. In principle, the standards shall not be raised, and the threshold for the lowest level of qualification can be appropriately reduced. In case of merger of multiple qualifications, various qualification standards before merger shall be taken into consideration. When revising qualification management regulations and standards, the impact of qualification type reduction on the enterprise shall be fully considered.

（2） About the qualification transition period. In order to reduce the burden of enterprise certificate replacement, if the original qualification certificate is valid from July 1, 2020 to December 30, 2021, it will be extended to December 31, 2021. After the new qualification standard is issued, a proper transition period of enterprise qualification shall be set up. After the expiration of the new qualification standard, the new qualification certificate shall be issued directly according to the corresponding relationship between the new and old qualifications, and the qualification shall not be re verified.

（3） About approval mode and authority. While maintaining the current examination and Approval Mode unchanged, efforts should be made to streamline administration and decentralize powers. In addition to comprehensive qualifications, all departments should be delegated to the relevant provincial and lower authorities for examination and approval (among them, the approval authority for qualifications involving highway, water transportation, water conservancy, communication, railway and civil aviation is determined by the Ministry of housing and urban rural development and relevant departments of the State Council), so as to further reduce the examination and approval links and improve the effectiveness of examination and approval Rate.

（4） On the national unified construction market. We will speed up the online processing of enterprise qualification examination and approval, and gradually realize the "all in one network" for enterprise qualification examination and approval. All enterprise qualification information is publicly released on the national construction market supervision public service platform for public inquiry. The qualification of enterprises is universal throughout the country, and restrictive measures are strictly prohibited in all industries and regions.

（5） About supporting measures. At the same time, we should further strengthen the management of personal professional qualification, improve the integrity system of the construction market, speed up the implementation of the project guarantee and insurance system, and restrict the behavior of all parties in the project construction through the market mechanism. At the same time, we should strengthen supervision during and after the event, increase the punishment for illegal behaviors, and continuously standardize the construction market order.
