Recently, Jiangsu fire rescue Corps issued the announcement on the registration and practice management of fire technical service institutions and registered Fire Engineers

In order to fully implement the opinions on deepening the reform of fire law enforcement issued by the central office and the State Council, the emergency management department formulated the employment conditions of fire technical service institutions (emergency [2019] No. 88, hereinafter referred to as the "working conditions"), and the Fire Rescue Bureau issued a notice to put forward requirements for the implementation, and officially started the fire protection technical service information system from January 11. In order to conscientiously implement the plan, the relevant issues are hereby announced as follows:

1、 Management of fire technical service organization

（1） Stop the qualification licensing work of fire technical service institutions. The qualification and license system of fire protection facilities maintenance and inspection and fire safety assessment institutions shall be cancelled. The fire technical service institutions meeting the requirements for employment can carry out business activities after obtaining the business license of enterprise legal person. The formal and temporary qualification certificates issued by the original fire protection technical service institutions shall no longer be regarded as the conditions for engaging in fire technical service activities, nor shall they be used as fire technical service machines Construct the proof of professional ability.

（2） The information of fire technical service institutions shall be input and disclosed independently. Fire technical service information system（ http://www.shhxf119.com Or http: / / shhxf. 119 gov.cn ）Cancel all administrative licensing processes of the original system, such as qualification license, qualification change and qualification renewal. Fire technical service institutions shall log in the system, input the basic information of the institutions and their employees, upload the employment commitment letter of fire protection technical service institutions, and timely input the service items (project type, person in charge and conclusion document). The basic information of fire protection technical service institutions will be disclosed to the public in the "information disclosure" column of the system homepage.

Fire extinguisher maintenance will no longer be included in the fire protection technical service management. The system will delete the information of the fire protection facilities maintenance and testing institutions which have only obtained the third level qualification, and the registered fire engineers involved can change the registration or cancel the registration.

2、 Registered fire engineer registration

（1） Application for registration. The registered fire Engineer shall apply for registration through the employing unit, whose registration application, change application and cancellation are all transferred through the fire protection technical service information system, and the registration of "not meeting" shall be implemented. Since April 1, the registration application of registered fire engineer has been accepted, and the registration certificate and practice seal of registered personnel shall be sent to the applicant by mail.

（2） Practice activities of registered fire Engineer

1. The registered fire Engineer shall sign labor contract with the employer according to law, and must be engaged in fire protection technical service and fire safety management on the job. It is strictly forbidden to alter, resell, rent, lend or transfer qualification certificate, registration certificate or practice seal.

2. Registered fire engineers employed in fire protection technical service institutions shall participate in and complete at least three fire protection technical service projects within each valid period of registration; registered fire engineers employed in key fire safety units shall sign at least one fire safety technical document within one year.

3. The professional scope of a registered fire Engineer shall be consistent with the business scope of the employer, and his / her professional scope shall not exceed the business scope of the employer.

4. The registered fire Engineer shall meet the requirements of continuing education within each valid period of registration. Non registered personnel with registered fire engineer qualification certificate shall continue to participate in continuing education and meet the requirements of continuing education.

3、 Fire technical service management

（1） Strengthen the study of laws and policies. Fire technical service institutions and registered fire engineers should seriously study the relevant laws and policies such as "working conditions", "management regulations for registered Fire Engineers", earnestly grasp the specific provisions on the registration and practice management of fire technical service institutions and registered Fire Engineers, accurately grasp the policy guidance, and clarify the legal responsibilities of fire technical service institutions and registered Fire Engineers Combined with the continuing education of registered Fire Engineers, we should strengthen the legal awareness and professional ethics education of personnel, and enhance the consciousness of law-abiding.

（2） Carry out practice activities according to law. Fire technical service institutions and their practitioners should strictly implement the main responsibility, standardize the professional behavior, implement the service standards, and improve the service quality. Registered Fire Engineers shall not practice in two or more fire prevention technical service institutions at the same time. Registered Fire Engineers practicing in fire protection technical service institutions shall not work part-time in other organs, organizations, enterprises and institutions.

（3） We will strictly investigate and deal with illegal acts. Local fire rescue agencies will carry out supervision and spot check on the employment conditions and service quality of fire technical service institutions in combination with daily fire supervision and inspection work. When fire hazards are found or fire accident investigation is carried out, the responsibility of fire protection technical service institutions shall be checked back. Institutions not qualified for employment shall be punished according to law, and illegal acts such as issuing false or false documents shall be punished according to relevant regulations Record credit records and cooperate with relevant departments to implement joint punishment. The fire technical service institutions and personnel who seriously violate laws and regulations shall be withdrawn from the industry and permanently prohibited from entering; if a crime is constituted, criminal responsibility shall be investigated according to law.
